Tra poco più di un anno, gli Obiettivi del Millennio lanciati nel 2000 dalle Nazioni Unite andranno in archivio per lasciare spazio a una nuova agenda per lo sviluppo, chiamata “UN’s post-2015 Development Agenda”. Chi possiede un minimo di domestichezza con le agende politiche internazionali come quelle dell’ONU, sa che gran parte delle decisioni più importanti si prendono molti mesi prima di quando vengono ufficializzate. E il settembre 2015, quando a New York si riuniranno i capi di Stato e di governo per sottoscrivere nuovi impegni a favore dello sviluppo sostenibile e della lotta contro la povertà, è dietro l’angolo. Come tanti altri paesi, l’Italia ha fretta.

Tra le sfide che la Farnesina intende portare al centro dell’attenzione, ci sono i diritti dei disabili, troppo spesso ignorati nelle politiche di sviluppo portate avanti dalla Comunità internazionale. Dopo aver sottoscritto la Convenzione ONU sui diritti delle Persone Disabili, l’Italia ha deciso di assumere la leadership politica sul tema della disabilità adottando nel luglio 2013 un Piano d’azione ad hoc con lo scopo di assicurare la piena implementazione della Convenzione adottata dalle Nazioni Unite nel 2006 e stabilire un quadro che garantisca il sostegno alle categorie sociali più vulnerabili ed emarginate. Ma senza alleati forti a livello globale, queste ambizioni rischiano di diventare carta straccia.

Per questo, la DGCS ha organizzato assieme alla Rete Italiana Disabilità e Sviluppo (RIDS) una conferenza presso la sede del Comitato economico e sociale europeo, a Bruxelles, con l’obiettivo di condividere con la Commissione UE, gli Stati membri e la società civile strategia e buone pratiche sulla disabilità nell’ambito del dibattito internazionale sull’Agenda per lo Sviluppo Post-2015. A dirigere la delegazione italiana era il Direttore Generale della DGCS, Giampaolo Cantini.
Direttore, che bilancio trae da questa conferenza?
L’obiettivo fondamentale era quello di presentare una buona pratica della Cooperazione Italiana ma soprattutto di condividerla con le istituzioni dell’UE – in particolare con la Commissione- nonché con gli Stati Membri e le organizzazioni della società civile. C’è stata una presenza importante di rappresentanti della Cooperazione Tedesca, Spagnola e della Commissione, tutti attori che osservano con grande attenzione le buone pratiche messe in atto dall’Italia a favore dei disabili. Ora si tratta di mettersi insieme, di creare un partenariato tra Istituzioni, Stati Membri, organizzazioni della società civile e soprattutto i nostri paesi partner per sviluppare un’azione comune: non solo per rafforzare le componenti di disabilità nei programmi di sviluppo ma anche  per mettere a punto degli strumenti di lavoro.
Nel concreto che cosa significa?
E’ opportuno sviluppare degli indicatori – i cosiddetti ‘markers di efficacia’ – simili a quelli adottati in altri settori, come ad esempio le tematiche di genere, elaborando a  monte dei dati su quanto è stato fatto. Sembrano obiettivi tecnici di poca importanza, ma l’elaborazione di una serie di target e di indicatori accresce la possibilità di includere la disabilità come un tema centrale di inclusione sociale, cruciale per le opportunità per l’impiego, anche nell’accesso a servizi sociali essenziali come l’istruzione e la sanità. In altre parole, ci consentirebbe di portare la disabilità al cuore dei futuri obiettivi di sviluppo sostenibili. II momento è opportuno per unire le forze e sviluppare un piano comune e sollevare questi temi nelle sedi internazionali. Ad esempio l’OCSE  DAC potrebbe essere la sede per un lavoro tecnico sui dati, sulla loro disaggregazione e sull’elaborazione di indicatori e di marker di efficacia.
In che modo l’Italia intende sfruttare il prossimo semestre europeo per portare avanti questa strategia?
A parte i gruppi di lavoro specializzati ed il dialogo sempre costante con le organizzazioni della società civile, direi che abbiamo due importanti finestre: la preparazione di una posizione comune dell’UE sull’agenda post 2015 e le opportunità che si offrono a noi per promuovere una comunicazione pubblica di larga scala. Penso al semestre di Presidenza dell’UE che spetta all’Italia tra luglio e dicembre 2014 e all’Anno europeo per lo sviluppo previsto nel 2015.
Perché l’Italia ha deciso di puntare sulla disabilità?
Intanto perché la cooperazione italiana ha sempre avuto una forte caratterizzazione nel sociale e perché esiste un dialogo molto forte con le organizzazioni non governative ed in particolare con RIDS, la Rete Italiana Disabilità e Sviluppo con la quale abbiamo elaborato il piano d’azione. E’ un piano d’azione della cooperazione italiana ma in realtà è stato realizzato in maniera congiunta dalla DGCS e RIDS.
Le alleanze sono importanti per rafforzare un tema così particolare nell’agenda politica europea ed internazionale. Quali sono gli Stati membri pronti a seguirvi?
Oggi abbiamo avuto una testimonianza molto interessante della cooperazione tedesca, che ha elaborato un proprio piano d’azione, sviluppando azioni molto concrete.  Anche  i colleghi spagnoli ci hanno sostenuto nell’obiettivo di sollevare questi temi nel negoziato sull’agenda post 2015. Sicuramente altri Stati membri stanno sviluppando azioni in questo senso, ma la conferenza ci ha offerto due insegnamenti preziosi: esistono forti potenzialità, ma è necessaria un’azione di raccordo.

In July 2013 the Italian Ministry of Foreign Affairs, Directorate-General for Development Cooperation adopted

an action plan on disability and inclusive development to ensure the full and effective implementation of the
UN’s Convention on the Rights of Persons with Disabilities, as well as to set the right framework to ensure the
Italian Development’ efforts reaches the most vulnerable and marginalised worldwide.
The objective of this meeting is to share good practices with other Members States as well as with key EU
institutions to encourage the debate on disability and inclusive development at times where international
discussions are taking place on the Post-2015 development agenda.

Notwithstanding the fact that Italy’s aid policies inclusive of disability have been in time progressively structured, to the extent that in 2010 the Guidelines on disability were formally adopted, this important document marks an additional step forward for Italy’s development cooperation policies.

Mr. Pistelli stressed the importance of the participatory approach that has seen the MFA ” almost as a facilitator ” and that will now have to carry out the task to substantiate what is written in the document, identifying information, awareness raising and mapping and data collection the priority issues of the Action Plan. A first step towards the development of projects in this area has been done, as pointed out by Mr. Cantini, with the approval of 7 projects that target disability, for a contribution of more than 50 million Euros. He also pointed out that the hoped for increase in the resources available from the stability law, now under discussion, would confirm the Mediterranean and the Middle East as Italy’s priority geographical areas.
Mr. Giampiero Griffo (DPI Italy ) pointed out that this document fully complies with the requirements for the implementation of the UN Convention on the Rights of Persons with Disabilities, and in particular Articles 11 (Situations of risk and humanitarian emergencies) and 32 (International cooperation), valuing the work done as an appropriate practice of participation, producing a pragmatic instrument. The Italian Network of Disability and Development (RIDS), said Ms. Francesca Ortali (AIFO), represents an important added value both in the cooperation and the disability fields as it was created specifically to connect and share competencies with the aim of promoting partnerships in Italy and abroad. Focusing on the benefits of synergies, Mr. Alfredo Camerini (EducAid ) highlights the important heritage in the field of educational and social inclusion that RISD is contributing to share for the benefit of all. Finally, the Action Plan, stresses Mr. Pietro Barbieri (FISH), has basically already become an operational tool for the implementation of the Biennial Programme of Action on Disability “Biennial action plan for the promotion of the rights and the integration of persons with disabilities”, adopted by the Ministry of Labor and Social Policies, where there is a specific line devoted to development cooperation based on the Plan of Action. In support of what has been previously stated by the Ministry in terms of commitment, Ms. Mina Lomuscio, reference person of the MFA-RIDS Panel, announced the launch of training activities – starting from various MFA-DGCS offices and the Central Technical Unit -, awareness-raising, mapping and data collection, and the constitution of start of technical committees on specific issues such as, for example, emergency and accessibility.

The document was drafted in the first instance by the members of the MFA-RIDS Panel and was further enriched with contributions from the active participation of 50 institutions, associations, local authorities, universities, research centers and businesses, gathered in 4 working groups, so as to produce a concrete and accurate text.

The text is divided into 5 chapters that cover as many areas of action. These are essential to build a comprehensive system of inclusion of disability based on a twin-track approach: implement initiatives specifically targeting persons with disabilities through empowerment and a participatory approach and, on the other hand favor the inclusion of disability among all projects’ targets.

Policies and strategies
The key words in this chapter are mainstreaming and monitoring. On the one hand it is necessary that the disability perspective is included in the definition of all policies and strategies, even those that do not concern disability directly – that is to say, for example, those of gender, childhood and adolescence, environment, poverty etc. -, from the design phase through implementation, monitoring and evaluation. On the other it is important to develop a system to collect qualitative data that allows the evaluation of cooperation activities implemented by the Ministry of Foreign Affairs (either directly or through the financing of projects entrusted to bodies and NGOs) from all stakeholders active in the field of cooperation.

Inclusive project planning & design
This chapter lists the actions that would ensure the development of appropriate skills that would know, that is, how to include disability  in the various contexts in which they operate, while maintaining the connection with international standards outlined, in the first place, by the UN Convention on the Rights of Persons with disabilities. Furthermore, recognizing that sustainability of the Convention can be granted only with the empowerment of organizations of persons with disabilities, emphasis is placed on the introduction of capacity building activities in cooperation projects. In this context, the recognition of the Italian approach to inclusive education, aims to support the participation of persons with disabilities in cultural life, recreation, leisure and sport.

Accessible and usable environments, goods and services
The actions foreseen in this chapter focus on the elimination of those barriers, not only architectural, which prevent persons with disabilities to actually access and benefit of spaces, opportunities, rights and services that are made available to the general population. It also discusses the accessibility of infrastructures, starting from those of the Ministry itself in Italy and abroad and  the new constructions as well as accessibility and usability of internet sites, transport and job placements services.

Humanitarian aid and emergency situations including persons with disabilities
Here the document highlights the change that we have been witnessing in recent years that has seen the disability becoming one of the priority targets when researching for risk reduction solutions in humanitarian and emergency situations and natural and human disasters such as wars. On one hand it hinges on the innovative (but still not much known) concept of reasonable accommodation, on the other it highlights the importance of adequate training of personnel with the direct involvement of persons with disabilities and their organizations, whom can ensure, through their direct experience, the necessary know-how.

Leveraging the skills and expertise of civil society and companies
The realities that make up the Italian system, that is civil society and firms, play the central part of this chapter. The role they have in developing capacities and to systematize legislation and appropriate practices is highlighted, knowing that their development and networking allows to guarantee the applicability of policies. At the same time it is important to know how to share these skills to development cooperation countries, with full respect for local ownership.

Thus, the common goal of the Ministry and civil society, is that also through the Action Plan, disability becomes a so-called “cross cutting issue”, a theme that cuts across all policies and programs of cooperation.

Il 15 maggio, presso l’Università degli Studi di Roma – Foro Italico, si è tenuta una Conferenza con la presenza di oltre 80 partecipanti, rappresentanti del mondo dell’associazionismo, della cooperazione allo sviluppo, della disabilità, accademico ed istituzionale, in cui è stata presentata la seconda bozza del Piano di Azione sulla disabilità.

Si è tenuto in seguito un dibattito sui contributi pervenuti dai quattro Gruppi di Lavoro (Politiche e Strategie; Progettazione inclusiva e formazione; Emergenza e accessibilità e Valorizzazione della società civile e delle imprese). L’incontro è stato reso accessibile con il contributo di Fiadda, che ha garantito il servizio di stenotipia per le persone con disabilità.

“Questo piano di azione nasce da una condivisione comune e deve riempirsi di contenuti applicabili nella realtà”. Così Pier Francesco Zazo, funzionario preposto all’ Utc e responsabile del tavolo di lavoro Mae/Dgcs – Rids. “E’ importante continuare in questa direzione e concludere il progetto che stiamo portando avanti – afferma la consigliera Emilia Gatto, Dgcs/Uff. VII – l’ Italia ha un ruolo di primo piano sulla promozione di questa tematica”.

Nel mondo le persone con disabilità sono poco meno di un miliardo – il 15% della popolazione mondiale – e l’ 82% di esse vivono in paesi in via di sviluppo. “La disabilità non è un fatto soggettivo – dichiara Gampiero Griffo, DPI Italia Onlus e Rids – ma è un problema di relazioni e condizionamenti sociali. E’ necessario valorizzare le diversità umane garantendone i diritti”. (cfr. Trascrizione dell’incontro a cura di Fiadda).

Entro l’estate sarà redatto il documento finale del Piano di Azione. Entro l’autunno 2013, sarà organizzata una Conferenza per la condivisione del documento con interlocutori internazionali esperti nel settore. Il documento, nella sua versione definitiva, sarà presentato al Comitato Direzionale della Dgcs per la sua finale approvazione.
